		<description>Uh, why does Lucy Komisar never mention that the Aristide government was cut off from 40-60 percent of its national budget with the embargo on aid to the Haitian government started by the US Treasury Department in 2001?  The embargo up until the 2004 coup d&#039;etat.  The embargo according to Dr Paul Farmer caused total havoc with Haiti&#039;s internal budget and was  meant to destabilize the government.  Why does Komisar never investigate this?  Is it possible that the TeleCo money was needed to pay for salaries, schools and basic government programs that the embargo on aid had cut off and defunded?  Do ya think?  Does Komisar have any qualms about being commissioned by the HDP which was founded by some of the most reactionary Haitian sweatshop and pro-coup idealogues in Washington?
